For local governments facing population decline, securing independent income is essential for protecting citizens' lives, including social infrastructure, education, healthcare, and welfare. Ishikari City has garnered national attention in the context of decarbonization, but it views decarbonization not as a goal, but as a means to achieve its objectives. The central policy in this effort is the "RE Zone" concept, which aims to supply 100% local renewable energy to the 100 hectares of the industrial park "Ishikari Bay New Port Area." This initiative seeks to create an industrial space that provides global added value through decarbonization and encourages the concentration of businesses. By utilizing local renewable energy, such as offshore wind power, Ishikari City aims to promote industrial development and bring vitality and capital to the community. Future Development Strategy: Development and Standardization of Common Technology Base for Floating Offshore Wind Power and International Collaboration.

We will hold a seminar titled "Aim of Establishing the Floating Offshore Wind Power Technology Research Association 'FLOWRA'". Floating offshore wind power is expected to be developed in our country, which has the sixth largest exclusive economic zone in the world. However, floating offshore wind power has large-scale equipment systems and is installed offshore, presenting challenges in terms of cost, construction, operation, maintenance, and technical issues. FLOWRA was established to address these challenges by promoting collaboration among power generation operators to jointly tackle themes and technological developments aimed at reducing the costs and risks associated with floating offshore wind power, ultimately achieving large-scale commercialization.
